The difference is the ground
The whole difference between a 3-prong and a 4-prong dryer outlet is the ground. An old 3-prong outlet (NEMA 10-30) carries two hots and a wire that does double duty as neutral and ground. A 4-prong outlet (NEMA 14-30) splits those into a separate neutral and a separate ground, which is why it has been required on new circuits since 1996. Do not cut the ground pin off a new dryer cord to make it fit an old outlet.
That separate ground is a real safety improvement. On the old 3-wire setup, the dryer's metal frame is bonded to the neutral, so if that neutral wire ever loosens or breaks, the frame of the dryer can become energized and shock you.
