Portland is a strong EV city, but wiring a charger into a 1910s Craftsman is a different job than a new build off I-5. The car's charger is the small part; the Level 2 circuit is the real work. Across the inner east side, in Sellwood, Alberta, Buckman, and Irvington, the panel usually sits in a basement or on a side wall while the car parks in a detached garage or off the alley, so how far the power has to travel matters more than which unit you buy.

The long run to a detached garage

The permit and city inspection

A 240-volt charger circuit requires an electrical permit in Oregon; it isn't optional, and a permitted, inspected install is what keeps your insurance clean. Inside the city, that runs through Portland Permitting & Development, which issues the permit and performs the inspection itself. Charging without a garage

Plenty of inner Portland homes never had a garage, and the car lives in a driveway, a parking pad, or off the alley. That does not rule out home charging; it just changes the hardware.
